Why does GTA V RP freeze at 92% when loading custom MOD scenes?

I was so excited for the RP server, but that turned to confusion when the loading bar froze at 92% in busy areas. I initially tried increasing the page file size to 32GB, but this worsened I/O conflicts and increased stutter frequency. I then used GamePP NVMe Queue Depth Configuration to increase the queue depth from 32 to 128. RTSS recorded load times dropping from 18s to 7s, while AIDA64 showed throughput rising from 18-35MB/s, and HWMonitor confirmed temps were stable at 45-51℃.
