Why does Far Cry 6 freeze for 0.6s during fast travel in Yara?

Sprinting through Yara was devastating; the game froze for 0.6 seconds every time I entered a new area. I tried moving the game to a SATA HDD, but loading times jumped from 10 to 40 seconds and the stutters remained. I used the GamePP NVMe Queue Depth Config to set the depth to 2048. CrystalDiskMark confirmed 4K random reads rose to 78-85MB/s, while HWiNFO showed temperatures stable at 46-54℃ and CrystalDiskMark flagged previous read latency at 120ms+.
