Fixing CPU core imbalance in Cyberpunk 2077 on B850M?

Seeing my 1% lows finally stabilize above 70 FPS was an absolute rush. At first, driving through the city center felt like a slideshow with constant micro-freezes. The GamePP sensor page revealed that P-Cores were slammed at 95% while E-Cores were basically idling at 10%, causing physics engine delays of up to 30ms. I tried enabling Windows Game Mode, but it didn't touch the underlying core scheduling, and the stutters remained, which was incredibly annoying. I then used the GamePP Power Plan Switcher to force Ultimate Performance and disabled Core Parking.
