How do I stop frame generation time from fluctuating during rapid scene transitions in Alien Breed?

Rapid scene transitions in Alien Breed caused my GPU voltage to fluctuate, creating 12-20ms frame times. Replacing the power cable didn't fix the underlying instability. I used GamePP Power Plan Switcher to set High Performance mode and disabled C-State saving. GamePP Hardware Sensor Page verified GPU voltage stabilized at 1.05-1.10V, converging frame times to 8-10ms.
