How to fix Victoria 3 FPS drops on i5 12600KF?

I was frustrated by unstable multi-core scheduling in Victoria 3. I tried changing the power plan, but the 45-55 FPS fluctuation continued. Using GamePP BIOS Load Line Wizard, I set LL to L3 mode and adjusted voltage to 1.15V. GamePP Stress Test confirmed 60 FPS at 65-70℃. This LL mode switch ensures stable performance under load.
