Why is there severe loading lag and stuttering in large battles in Expeditions: Rome?

The stuttering during large battles was unbearable. Increasing page file size just dropped my FPS to 61. I used GamePP BIOS Load Line Voltage Adjustment Wizard to tighten timings to 36-38-38-72. AIDA64 now shows latency at 76-82ns and stable memory temps at 46-52℃. The combat flows perfectly now.
