Why does Destiny 2 have prolonged black screens when loading levels on Biostar A320MH PRO?

Loading lag was infuriating. Lowering graphics did not help. I used GamePP Hardware Sensor Page to set a linear fan curve and locked 1800 RPM. AIDA64 showed northbridge temps dropping from 85-90℃ to 65-70℃. CrystalDiskMark confirmed PCIe recovery to 8GT/s, ending the loading delays.
