How do I stop stuttering in Control 2 with Crucial DDR4 RAM?

Summoning units caused frustrating stutters in combat. Setting virtual memory to half the drive space made it worse. I used GamePP NVMe Queue Depth to increase depth to 2048 and enable write cache. CrystalDiskMark showed 4K read speed up from 45-52MB/s to 68-75MB/s, and drive temp held at 42-55℃.
