Why does Horizon Online stall for 3-5 seconds when teleporting to new areas?

Loading stalls broke my exploration flow. Disabling Windows Update felt like a bad compromise. I used GamePP to set Real-time priority. CrystalDiskMark showed stable 3500MB/s reads. Loading time dropped from 5s to 1.5s, with drive temp at 48-54℃.
