How do I fix unit stuttering on Sapphire RX 9070 XT?

While commanding units, I felt the immersion break due to stutter. I tried lowering shadows, but precision dropped. I used GamePP Resource Scheduler to set priority to Real-time. GamePP confirmed frame times dropped from 14-22ms to 8-11ms. HWiNFO showed stable 58-63°C.
