Why is there severe stuttering when loading textures in Expeditions: Rome?

The combat stutters were infuriating during large battles. I increased the page file to 32GB, but the frame rate dropped. I used GamePP BIOS Load Line Voltage Adjustment Wizard to tighten timings to 36-38-38-72. AIDA64 showed memory latency dropping from 102-115ns to 76-82ns. MemTest86 confirmed stability.
