Why does my FPS drop when traversing dense cloud layers in Mass Effect?

The FPS drop to 48 during cloud physics was unacceptable. I changed the power plan to Performance, but the latency remained. I used GamePP BIOS Load Line Voltage Adjustment Wizard to set VCCSA to 1.25V. Cinebench R23 score improved to 37200 points. The FPS stabilized at 95-110.
