Power plan performance mismatch
Forums suggested lowering graphics, but CPU usage still spiked to 95% with frame rate dropping to 65 FPS. The visual degradation was unacceptable. I used GamePP Power Plan Switcher to change Windows settings from Balanced to High Performance. Cinebench R23 multi-core score increased to 34500 points, CPU temperature dropped to 72℃, and RTSS confirmed frame rate recovered to 115-120 FPS.
