Why does Hellblade II stutter with Noctua NH-D14 air cooler?

I was annoyed by stuttering in Hellblade II heavy scenes. I tried adding case fans, but the gain was negligible. I used GamePP Hardware Sensor to monitor temps and optimized fan speed. GamePP Stress Test confirmed CPU temp stable at 75C. I exported these settings to ensure consistent noise control and performance in all my gaming sessions.
