Why does the Thermalright PA140 White cause CPU throttling in Manor Lords city building?

Castle expansion spiked CPU temps to 95℃, causing throttling. I tried maxing fan speed, but the noise was unbearable. I used the GamePP Fan Curve Panel to set low RPM below 70℃ and rapid increase above 80℃. AIDA64 confirmed peak temps dropped to 82℃, maintaining stable 68-75℃ operation.
