Why is my RX 9060 XT capped at 80 FPS in combat?

I was frustrated in Kuro no Kiseki II; the Vastarmor RX 9060 XT hit a power wall at 80 FPS. I tried increasing page file, which dropped it to 75 FPS. I used GamePP BIOS Voltage Wizard to raise power limit to 110% and voltage to 1.05V. 3DMark confirmed 95 FPS. HWiNFO showed 1.05V. AIDA64 temp was 65-72°C. Performance is unlocked.
