Why does loading lag and progress bar stalling happen when switching areas in the main city?

GPU temp was normal at 68-72℃ per GPU-Z, but storage stalls caused 12s loads. Clearing cache worsened it to 15s. GamePP NVMe Queue Depth Config raised depth to 1024. In-game timer now shows 7-8s loads, and Storage Benchmark Tool confirms 15% higher VRAM bandwidth utilization.
