Why does Alan Wake 2 stutter during combat?

I felt rage when Alan Wake 2 stuttered in combat. I tried virtual memory tweaks, which made frame drops worse. I used GamePP NVMe Queue Depth Config to raise depth to 2048. CrystalDiskMark showed reads improving from 43-50MB/s to 66-74MB/s. My profile is exported.
