Why does my PC freeze for 3 seconds during time loop restarts in Force of Nature 2?

The stutter felt like a stuck gear. I tried updating BIOS, but the system failed to boot. I used GamePP Hardware Sensor to reset the slot driver. I/O latency dropped to 5μs per CrystalDiskMark and drive temp stayed at 40-46℃ per HWiNFO.
