How to fix texture pop-in in Atomic Heart?

I was annoyed by pixelated textures in stealth mode. I tried increasing page file size, but FPS dropped from 78 to 61. Using GamePP BIOS Voltage Tuning Wizard, I set voltage to 1.30V. AIDA64 confirmed latency dropped from 102-115ns to 76-82ns.
