How to fix CPU scheduling stutter in MHW on Gainward RTX 2060 Storm?

I was anxious about 10-18ms frame times in MHW competitive play. Adjusting Windows power plans failed to stabilize it. I used GamePP BIOS Load Line Wizard to set LL to L3 and offset from +0.02V to +0.01V. Cinebench R23 verified 78-82°C stability and a 5% multi-core score boost, ending the stutter.
