How to fix stuttering in God of War Ragnarok combat?

I was angry at frame spikes during combat. I tried disabling the drive, but it broke loading. Using GamePP Peripheral Driver Conflict Detector, I set Razer Synapse to manual. RivaTuner showed frame time stabilized at 7-12ms.
