How do I stop GPU thermal throttling and frame drops during combat in Star Wars Outlaws?

I was frustrated by the sudden downclocking. I tried maxing fans, but the noise was bad. I used GamePP Fan Curve Configuration for aggressive cooling. Temp dropped to 68℃ per HWiNFO and clocks stayed stable per GPU-Z.
