How can I stop frame rate jitter in Expeditions: Rome multiplayer?

Team battles stuttered as CPU freq fluctuated 3.5-4.2GHz. I tried overclocking, but got a BSOD. I used GamePP to switch to High Performance mode. Cinebench confirmed stable 4.8-5.0GHz and 85 FPS, setting a solid foundation for smooth combat.
